Who Was To Blame?

The incident might be amusing for some and assault for the others but then who was to blame for the bad behavior of the kid? If we put the whole blame on the kid that would be an injustice because he was just a kid and was bound to make mistakes, it was the responsibility of the elders to correct them whenever they make mistake.
