After reviewing other begging scams in California, Albright figured out that this panhandler couple is tied to a massive and organized begging ring in California. They along with the other members of their ring illegally made it to this city and have been committing burglary and other begging incidents on a regular basis to make money. Not only this, but this panhandling family is not a family either.
