So we know that Billie is gone and that there is no chance for her ever coming back. However, the note was still helpful for Jimmy in a lot of ways. Though he knows he will miss her forever, the note was able to give Jimmy the strength and reassurance that he needed, to be able to go on with life without her. Jimmy knew he had to stay positive because that is what she would have wanted.
