Patrolling

As usual, Todd was driving outside the town and he was patting on the back of his favorite dog when he saw a car parked on the side of the road. It seemed suspicious to him because people never used to stop at that side of the road. He waited for a while because he thought that the driver might have some important call to attend. But even after a couple of minutes, the driver didn’t move. It was then he became concerned about the situation. What was the reason that the car parked in the middle of the road?
